The Hand of Glory is not one object but a type of artifact, the instructions for whose making were lost in the Empire. Each is fashioned from the hand of a dead god - most likely a lich - and, set with a candle made from the fat and hair of an executed person, it can freeze in place anyone who beholds it, shed light for its holder alone, and (so the legends say) open any lock.
Only a small number survive, and nearly all of them rest in the hands of one crime organization or another.
