The Bloodsnow Pact
The Bloodsnow Pact is the ancient accord between the Goliath tribes and the Lexalian Republic by which, for some three hundred years, the Goliath have governed and judged their own according to their own ways, standing apart from the wider society around them. Even Goliath who fight in the Republic’s wars in the west are not subject to its courts; should one commit a crime, they are delivered back to their tribe for judgement.
So binding is the Pact that, to honour it, a Republic judge must refuse to try a Goliath at all - and to overrule that refusal even once would risk unravelling the whole arrangement, binding the Goliath ever more tightly to outsiders’ law until the Pact dissolved altogether. The Goliath measure such things against their own code, the law of the Stone (the same “rules of the Stone” by which other matters of guilt and worth are weighed across the north). For three centuries no Goliath was ever judged by the Republic’s Stonelaw - until the affair of the cursed warrior Moongnaw of the Takahregg tribe.
