Bornan Aetos
Bornan Aetos is the Theocratic representative on the Council of Teremisis - a precise, patterned, and rather grey man, but a sharp one, trusted enough in the Theocracy to hold the seat. A devout worshipper of Athena, he keeps to morning and evening prayer at her temple as reliably as the sun, and steadily advances Theocratic control over the harbour and its trade rights. Ascetic by the standards of his fellow councillors, he keeps a modest two-storey home with only a gate-guard and a patrolling watchman - yet maintains a wide web of eyes and ears across the city, and for the past year has taken to a game of chess every five days with the harbourmaster.
