The Net of the Dragon Hunters appears to be a plain net, sized to catch some small creature - yet it can grow to any size to entangle a single quarry. The captive cannot tear it, slip it, or carry it with them. By the records, such nets were the tools of dragon hunters like the Bana Drakar; one legend even tells of a net of this kind halting the Tarrasque, a fabled monster over thirty meters long.
These tales puzzle scholars, for by every account (see Palona Dim’s A Golden Age and the two volumes of Dick the Mythical’s Dick’s Guide to Mythical Dragons of History) dragons were exceedingly rare in the Empire - which raises the question of why such nets were needed at all.
