The Council of Watchers - also called the Watcher Council or the Order of the Watchers - was an ancient power that held sway over the lands of what is now Clairnia, long before the present crown. Its rule was ended by a great war, and its fall marked a turning point in the region’s history: the isolationist Celestari civilisation flourished before the Watchers fell (see Ancient Cultures of Thelemar), and the legendary king Arthur and his knights are said to have lived through the latter days of the fight against the Council.
Keeps of the Watchers still dot the land, most now ruined; among the last to fall was Del Abin, lost in the war and a coveted prize for archaeologists - the Emporium Recollectors have more than once proposed to excavate it.
