Francer Hamlet is a small, abandoned settlement that lies beyond the Andorf Mountains. Though deserted, it is not quite empty: a dragonborn named Seldwin dwells there, and within its rotting buildings stands an old library where dark rites - such as the Black Pact - are performed in secret.
