Ko-Arto, the Cobalt Terror, is one of the Great Ascended Dragons - a vast cobalt-scaled terror dragon of the Andorf Mountains, and the god of the kobolds who dwell there. For generations his moods were blamed for the fortunes of the whole region: the trade of the Senegarte Pass between Verra and Haymerkate, and the shifting luck of the Hub, were all laid at his feet. He was among the last of the great dragons the hunters of Verra failed to bring down - and he has not been seen in some forty years.

The kobolds hold his domain sacred and suffer no digging or trespass within it. By an old pact struck in his day by the chieftain Dulo (mother of the present chief Molo), her people helped carve the Senegarte Pass in exchange for their lands - and swore to keep his peace.

Known to the party

Ko-Arto is dead - he died of an illness some forty years ago. His protecting spirit still lingers over the valley, where three of his eggs and his hoard remain, guarded by the kobolds with their lives; this is the real reason they suffer no trespass. The party knows the truth, having let the world believe they slew the dragon themselves.
